Why I can't use EvalProject ? I put obtenir EvalProject to my monobook page but it doesn't work or is it only work with administrators ?

No it is not reserved to administrator and anyone can use it. I personnaly don't use it but what I understand is that you should add obtenir("EvalProject"); and also a personnalized part :

I tested the code you have in your monobook and it worked for me with Firefox. To use it, you have to edit the discussion page of the article you want to evaluate (eg Discuter:Thaïlande) and you should see a new button in your edition toolbar (see that screenshot). --Zelda _♪ 3 novembre 2007 à 09:18 (CET)
