bottom right picture from this page of The Library of Congress Alan Lomax collection, about which the LOC says on this page, "The Library of Congress is not aware of any U.S. copyright protection (see Title 17, U.S.C.) or any other restrictions on the materials in the Southern Mosaic: The John and Ruby Lomax 1939 Southern States Recording Trip. The Library of Congress is providing access to these materials strictly for educational and research purposes. The written permission of the copyright owners and/or other rights holders (such as publicity and/or privacy rights) is required for distribution, reproduction, or other use of protected items beyond that allowed by fair use or other statutory exemptions." Given that the LOC expects this photo not to be under copyright, and that Leadbelly was a public figure, and that furthermore, the disclaimer goes on to discuss "underlying copyright" on music pieces but that this photo is not music, I think the only relevant sentence on the page is that the LOC believes the photo to be in the public domain.
