As a work of propaganda of the communist-era PAP news agency without a specific copyright produced before 1974, the image is public domain under Polish law. Even if it were not, fair use would apply, as this was the only image available of a non-reproducible act (a self-immolation). Furthermore, the image is regularly reprinted in Polish media and government publications without copyright notice; it also appears on the Polish Wikipedia, which does not accept fair-use images
