First, I think they should be read by 1&3 and 2&4:

1-四時佳氣親仁里

四時：four times(=morning, evening, day ,night)

佳氣：good sense

親：：to be close

仁里：friendly neighbor

3-一天元氣會風雲

一天：one day

元氣：vigor

會：will be

風雲：winds and clouds{=very high)

2-風和氣淑院無寒

風和：winds are peace

氣淑：airs are perfect

院：the yard

無寒：not cold

4-花好月圓春有吉

花好：flowers are good

月圓：the moon is circular (=full moon)

春：the spring

有吉：have auspicious things

Sentence 1: Bon ambience (ou bon air / temps) de quatre saisons et voisins amicables.

Sentence 3: En temps (atomospherique)(?)         d'un    jour, il y peut avoir vents et nuage.

(Ce n'est pas un bonne couplets, je pense)

Sentence 4: Fleurs sont bons, la lune est ronde, printemps       avec bonne chance.
