Née de Melvin "Ted" Webb (1906-1959) et de Clara Marie (Ramey) Webb (1912-1981), et dont le nom fut choisi en l'honneur de Loretta Young, Loretta Webb était la seconde de huit enfants; sa plus jeune soeur était la chanteuse de country Crystal Gayle. Lynn a grandi à Butcher's Hollow, dans le Kentucky. Son grand père était Nathaniel Ramey. Elle a été introduit au Country Music Hall of Fame.
